Remove all boosts from Characters in play and in Reserve. Then, depending on the number of boosts removed this way:
• 1+: You may target a Permanent you control, it activates its abilities.
• 4+: Target Character in play or in Reserve gains 2 boosts.
• 9+: Your opponent's Expedition facing me moves backwards one region.
